ANSWER
OK yep the promo prices were still there in REX. So in fact Translator is working properly, so it must be the Mass download and Upload is not working?
HOW TO FIX IT
This is a "feature" of the Mass download and upload
This is more of an issue for Retail Express but if you want it to be empty you have to put
CLEAR DATA
in to the cell.
To clear the data you will need to set the column as 'CLEAR DATA' in the export columns.
